Is your feature request related to a problem? Please describe.
When not logged in, clicking on the Respond button on an article comment currently does nothing useful, only scrolls the user back to the beginning of the article. This does not make much sense...

Describe the solution you'd like
Clicking on the 'Respond' button regarding a comment to a specific article should rather redirect to the .../remote_interact page regarding that article.
