Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Moderators can't block someone that goes against the instance rules. We currently have a "ban" feature, but it is only useful for local users, as the list of banned users from remote instances is not saved, and thus they can be re-fetched at any time.
Describe the solution you'd like
Have an option to mark someone as "blocked for the whole instance" when you are a moderator. The exact behavior of the block is still to be determined (see #585).
Describe alternatives you've considered
Maybe, remembering banned users? These two features could probably be merged.
