The fact that ActivityPub has standardized them does not mean everyone wants them.

Many WordPress blogs and YouTube videos disable comments to avoid dealing with spam. See also https://write.as/ for an example of an ActivityPub-based platform that does not support comments.

PeerTube can be used as reference implementation, it allows disabling comments for videos.
