Is your feature request related to a problem? Please describe.

It may be hard to remember every person on the Fediverse, how they may have misbehaved, and to share information with other member of the moderation team.

Describe the solution you'd like

Members of the moderation team should be able to add notes on user profiles. These notes should be visible to all other moderators of the instance.

I don't think they need to be federated, but maybe they do?
